On December 15, 2022, at the UNESCO Headquarters in Paris, the Turkic Academy, together with the UNESCO National Commissions of Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey, held a forum dedicated to the presentation of the complex and a written monument in honor of Elterish Qutlug-Qaghan, discovered as a result of the Nomgon expedition joint with the Academy of Sciences of Mongolia. The event was timed to the Day of the Turkic Language.
The event was attended by the President of the Turkic Academy Shahin Mustafayev, Secretary General of the Parliamentary Assembly of Turkic States (TURKPA) Mehmet Süreyya Er, Secretary General of the International Organization of Turkic Culture (TURKSOY) Sultan Raev, Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA) Kairat Sarybay, Director General of the Islamic History Research Center, and Arts and Culture (IRCICA) Mahmud Erol Kılıç, former Prime Minister of the Republic of Azerbaijan, member of the OTS Council of Elders Hasan Hasanov, Permanent Representative of the Republic of Azerbaijan to UNESCO Elman Abdullayev, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the French Republic, Permanent Representative of the Republic of Kazakhstan to UNESCO Gulsara Arystankulova, Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to the French Republic, Permanent Representative of the Kyrgyz Republic to UNESCO Sadyq Sher-Niyaz, Permanent Representative of the Republic of Turkey to UNESCO Gülnur Aybet, Chairman of the Turkish National Commission for UNESCO Öcal Oğuz, President of the Mongolian Academy of Sciences Duger Regdel, ambassadors of the fraternal countries, as well as intellectuals and scientists from the Turkic countries. Speaking at the opening of the forum, President of the Academy Shahin Mustafayev informed about the work of the Turkic Academy in Mongolia and spoke about the complex dedicated to Elterish Qutlug-Qaghan, which was discovered this year on the Nomgon plain. After the plenary session, the Forum continued with sectional panels on the topics "The Written Culture of the Turkic Civilization: Elterish Qutlug-Qaghan" and "Turkic Languages in the Global World: Issues of Preservation and Development". During the presentation, members of the Nomgon expedition A. Enkhtor and N. Bazylkhan spoke in details about this complex and the ancient Turkic written monument found there. The scientists who took part in the Forum noted that the discovery of the complex of Elterish Qutlug-Qaghan by the Nomgon expedition is a significant event in Turkic studies. They highly appreciated the merits of the Turkic Academy, emphasizing that the discovery made is the result of many years of scientific work. In particular, a deeper study of the ancient Turkic, Sogdian and Brahmi inscriptions on the stones found in the complex will open up new pages of Turkic history. Within the framework of the forum, the exhibition of photographs of archaeological excavations in the complex in honor of Qutlug-Qaghan and historical artifacts found in it was organized. To recall, this year, as a result of a scientific archaeological expedition in the Arkhangay aimag of Mongolia, on the Nomgon plain, carried out jointly by the Turkic Academy and the Institute of Archaeology of the Academy of Sciences of Mongolia, a complex and an inscription dedicated to Elterish Qutlug-Qaghan were found. Thus, the event by the Turkic Academy, dedicated to Qutlug-Qaghan, started in Ulaanbaatar and continued in the cities of Astana, Bursa, Baku, Bishkek, Tashkent and Budapest. As a result, the presentation ended at the UNESCO headquarters in Paris.
