On April 28, 2023, the President of the Turkic Academy Shahin Mustafayev took part in the XII plenary session of the Parliamentary Assembly of Turkic Countries (TurkPA), held in the capital of Türkiye, Ankara, where he delivered a speech.
Speaker of the Milli Majlis of the Republic of Azerbaijan Sahiba Gafarova, Chairman of the Majilis of the Parliament of Kazakhstan Yerlan Koshanov, Chairman of the Jogorku Kenesh of the Kyrgyz Republic Nurlan Shakiev, Chairman of the Grand National Assembly of Türkiye Mustafa Şentop, Secretary General of the TurkPA Mehmet Süreyya Er took part in the event. In addition, Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbayeva, Chairman of the Mejlis of Turkmenistan Dunyagozel Gulmanova, Vice Speaker of the Hungarian Parliament Sandor Lezsak took part in the event on behalf of the observer countries at the OTS. In addition, the meeting was attended by the Secretary General of the Organization of Turkic States Kubanychbek Omuraliev, the Secretary General of TURKSOY Sultan Raev, the President of the Turkic Culture and Heritage Foundation Gunay Afandieva, as well as representatives of international organizations and parliamentary delegations of the TurkPA member countries. The XII plenary session of TurkPA, titled this year as “Parliamentary diplomacy for a more just world: energy, migration, food”, started with the introductory speech by Mustafa Şentop, the Chairman of the Grand National Assembly of Türkiye. As part of the event, a ceremony of transfer of the chairmanship in the TurkPA from Kyrgyzstan to Türkiye took place. Speakers of the parliaments of the Turkic countries, as well as representatives of educational institutions and international organizations, also spoke at the meeting. The Head of the Academy, Sh. Mustafayev, noted in his speech that the TurkPA event, which is being held in the Republic of Türkiye, celebrating its 100th anniversary this year, posesses a symbolic meaning. In reality, the integration processes in the Turkic world that we are talking about today were Mustafa Kemal Atatürk's long-term vision. Therefore, such integration institutions as TURKSOY, TurkPA, OTS and the Turkic Academy ultimately reflect the vision of Atatürk. Each of these institutions, which we call cooperation organizations of the Turkic countries, makes its own contribution to strengthening the relationship between states in their respective areas. Sh. Mustafayev also emphasized the importance of cooperation between the aforementioned institutions, which is necessary for deepening and accelerating organizational processes. For instance, in 2019 the Turkic Academy, as a scientific organization, aided TurkPA in preparing the model law “On the Preservation of Intangible Cultural Heritage”. Sh. Mustafayev noted that the urgent task for the Turkic states at the present stage of the integration process is the comprehensive deepening of scientific and technical cooperation between the fraternal countries. In this regard, the Turkic Academy has an enormous potential in terms of scientific integration, which, in turn, is one of the strategic directions. At the end of the event, it was decided to hold the XIII plenary meeting of the TurkPA for 2024 in Azerbaijan.
