Presentation of a Scholarly Work by Prof. Dr. Shahin Mustafayev

Baku State University hosted the presentation of a landmark scholarly work by President of the Turkic Academy, Prof. Dr. Shahin Mustafayev. This publication offers a comprehensive study and an Azerbaijani translation of the 1728 Ottoman Tax Register for the Tabriz Liwa.

“Tax Register for the Tabriz Liwa” is the result of years of rigorous scholarly inquiry, built upon meticulous analysis and a wide array of historical sources. The work provides an in-depth examination of the Ottoman taxation system, the socio-economic dynamics of the region and their impact on the historical development of the South Caucasus.

Comprising two volumes, the study fills a crucial gap in historical scholarship by granting researchers access to previously unavailable data. It holds significant value not only for historians but also for economists, ethnographers, geographers and philologists, offering a multidisciplinary perspective and opening new avenues for further research.

Rector of Baku State University Elchin Babayev emphasized that the university has already launched academic research based on the presented materials. Notably, within the framework of its master’s programs, dissertations dedicated to the study of the Tax Register of the Tabriz Liva are now in development.

Mustafayev highlighted that during the Soviet period, studies on Azerbaijani history predominantly relied on Arabic and Persian sources, while Ottoman archival documents—containing crucial insights into 18th-century events—remained largely unexplored.

As part of the event, Shahin Mustafayev also introduced a series of terminological dictionaries published by the Turkic Academy, covering fields such as economics, linguistics and military affairs. All the presented works were donated to the library of Baku State University, where they will serve as an invaluable resource for future academic research.
